You could send the Pokemon to the Day Care center and level it up until another move replaces it. Another way is to go see the Move Deleter at Blackthorn City. There is no cost to forget a move, but you might need another Pokemon in your party that knows the same HM. A move cannot be deleted if it is the only one it knows.

Yes, the new moves that they learn will replace the move at the bottom of their move list. To change that move, go to your Party, click the Pokemon then click summary. Somewhere it will show it's moves. Press the move at the bottom and press switch. Then click the move you don't mind losing. Now, when your Pokemon learns a new move in the daycare, it will replace the move you don't mind losing. Awesome huh?

Every time you move it gives your Pokemon experience in the day care center. A cheat you can possibly use is, get on your bike and ride up and down a long road repeatedly. It should work out that way.
