Well, if you mean the Pokemon Sapphire/Ruby Safari Zone, it depends on where you are.
There are some places where you can get to ONLY if you have an acro bike and other places where you need a mach bike to get to. Generally these are all the Pokemon that I encountered, give or take a few Pokemon:
Girafarig (can generally be found in most grassy areas)
Natu (can generally be found in most grassy areas)
Xatu (can generally be found in most grassy areas)
Rhyhorn (only found in the mach bike area)
Pinsir (only found in the mach bike area)
Heracross (only found in the acro bike area)
Phanphy (only found in the acro bike area)
Pikachu (can be found in the southern areas of the safari zone)
Psyduck (surf on a lake/pond and it'll pop up)
Goldeen (fish with a super rod)
Magikarp (fish with any rod)
Seaking (fish with a super rod)
Oddish (can generally be found in every grassy area)
Gloom (can generally be found in most grassy areas)
Golduck (surf, it's a bit rare)
Doduo (can generally be found in most grassy areas)
Dodrio (can only be found in the mach bike area, a bit rare)
Wobbuffet (can be found in some grassy areas)
Don't forget to surf, fish, and smash rocks as well! Feel free to improve this list.

The Hoenn Safari Zone from Pokémon Emerald, Sapphire, and Ruby allows the capture of several Pokémon characters depending on the zone you play in. They include Pikachu, Oddish, Gloom, Wobbuffet, Psyduck, Doduo, Phanpy, Rhyhorn, Heracross (I'm not 100% sure about the spelling on that one), Pinsir, and more. The other half (unlocked after beating the Champion) of the Safari Zone in those games allows the capture of those like Snubbull, Shuckle, Stantler, Miltank, Houndour, Ledyba, Teddiursa, and more.
I will divide the Safari Zone into 4 parts and what Pokemon they contain.
In Area 1 of the Safari Zone, you can encounter Nidoran (Male), Exeggcute, Rhyhorn, Venonat, Nidorino, Nidorina, Parasect, Scyther, Chansey, Magikarp, Goldeen, Poliwag, Psyduck, Slowpoke, Krabby, and Dratini.
In Area 2, you can find Nidoran (Male), Exeggcute, Paras, Doduo, Nidorino, Nidoran (Female), Parasect, Kangaskhan, Scyther, Magikarp, Poliwag, Goldeen, Psyduck, Slowpoke, Krabby, and Dratini.
In Area 3, you can find Nidoran (Male), Exeggcute, Paras, Rhyhorn, Nidorino, Nidorina, Venomoth, Chansey, Tauros, Magikarp, Poliwag, Goldeen, Psyduck, Slowpoke, Krabby, and Dratini.
In Area 4, you can find Nidoran (Male), Exeggcute, Venonat, Duduo, Nidorino, Nidoran (Female), Venomoth, Tauros, Kangaskhan, Magikarp, Poliwag, Goldeen, Psyduck, Slowpoke, Krabby, and Dratini.

You can catch Lairon in the Safari Zone, but you need to arrange the blocks and he'll most likely be in the Peak area in the Safari Zone.
