Most Hoenn pokemon(Ruby,sapphire,emerald)and most sinnoh(diamond&pearl)pokemon arent on HGSS
A small handful of Pokemon from Hoenn and Sinnoh regions are found wild in the game, excluding Pokemon from earlier generations that have new generation evolvements.
Pokemon that are only found wild in Soul Silver that cannot be found in Heart Gold are: Vulpix, Ninetails, Meowth, Persian, Kabuto, Kabutops, Ledyba, Ledian, Delibird, Skarmory, Teddiursa, Ursaring, Mawile, Gulpin, Swalot, Lileep, Cradily, and Groudon.
I suggest going to Bulbapedia or Serebii.net for verification and any I may have missed.
