All UK numbers beginning with 03 (or +44-3 from overseas) are non-geographic numbers used by businesses, government and other organisations.
The numbers are not linked to any specific part of the country but they must, by law, cost exactly the same to dial as regular landline numbers beginning 01 and 02.
