Sponges are less complex because they are just made of individual cells. There is no level of organization past cells in sponges. Cnidarians, on the other hand, have tissues, a higher level of organization. Tissues allow for some forms, like box jelly fish, to have eyes (this is just one of many advantages of tissues). Cnidarians' level of organization stops there though, they have no organs (heart, brain, etc.).

Arthropods have specialised body parts, whereas sponges are just colonies of cells. When you break down a sponge, every cell can still fend for itself - they're basically still amoeba. Arthropods are true multicellular animals.

In arthropods circulatory, nervous, reproductive systems are present which is not in sponges. Arthropods are triploblastic animal but sponges not.arthropods are coelomic in nature. Thus arthropods are complex than sponges.
