You should wait till your dogs 3rd heat cycle. If you breed them on their first heat, they usually are fully sexually mature, and it can be very dangerous for the dog and puppies. Think of it this way. Just because a human is getting her period, doesn't mean she is old enough for a baby. If you want healthy puppy's wait till the mother is 2 yrs old at least.
