Different boys start puberty at different ages and not all boys go through the various stages of puberty in the same order so there is great variation in when a boys voice might "break." But you would expect a boy's voice to have "broken" by his mid to late teens.
Not all boys voices break though. I know of two males whos voices haven't broken, you could say mine didn't because it never went from high to low to high all the time, it just gradually got deeper, then higher again.
