The governor has a LOT of duties to perform while in office. A state governor is sort of like a general manager for a company, it's a governor's job to oversee ALL publicly related operations within the state. An operation is publicly related if it affects the public in a substantial way. This can range from paying taxes, cars (DMV), construction, education, legal matters, law enforcement, among hundreds of other categories. Of course the governor cannot do it all by himself. Therefore he has an array of advisors just like the president. The advisors in state government are voted through by public voters. Each advisor represents a different category of responsibility. Categories include but are not limited to: Auto Insurance, A department of motor vehicles, being on the board of equalization (tax matters), a state attorney general, and lots more. It's the job of an advisor to tell the governor what's going on in their respective departments, and then the governor makes decisions as needed.
In other words, it's like the President, only on a smaller scale.
