Play coins are special coins used for certain games. Like in Find Mii (under the street pass thing), you can hire people for 2 play coins.
The pedometer in the 3DS will calculate your steps you take when the 3DS is closed. Every 100 steps will give you 1 play coin, up to 10 coins per day.
There is also a limit of 300 unused play coins.

∙ 12y agoYes. If you complete all six AR games, you will be able to go to the AR Games Shop. You can spend them on new levels and features. They can cost 1 to a few coins each.
You can unlock content in 3ds games using the coins (but not all I think). Super Street Fighter IV: 3D Edition lets you trade play coins to eventually get statues.
StreetPass Mii Plaza has mini-games and you can purchase unlocks for a couple of coins.

∙ 10y ago3DS play coins are found by taking 100 steps on the 3DS. Up to 10 coins can be created per day so after 1000 steps, coins will not be created.
Play coins are used for various things, mainly in StreetPlaza (Puzzel Swap, Find Mii and the 4 DLC games) as well as some 3DS games including Rune Factory 4 and Shin Megami Tensei 4.

If you do a full system transfer to another 3DS, then all your play coins - as well as everything else - will be transfered to the other 3DS.
