He established a national bank in France, converted France to the metric system, built new roads, reformed the army, attempted to rebuild the navy, brought France out of bankruptcy, codified a new legal system, incorporated Frances new territories and worked to legitimatize his reign.
One of the most enduring achievements was the Civil Code also called the Napoleonic code. These reformed the old regime tax rules into laws for property, property acquisition, and personal property. He reformed the government run public schools called Lycees which allowed males of all social status to attend school. Graduates where appointed to government office based on merit rather than family influence. Also the Concordat - this reestablished the connection with the church. Signed with the Pope this gained him support of the church and most people. A recognition that the church had influence on the government but kept the church from running the government.

In the early 1800s, the ruler of France at the time of the Louisiana Purchase was Napoleon. Deeply embroiled in war in Europe at the time, Napoleon was in more need of money than of troublesome and distant colonial land of dubious value.
During a war against the British, Napoleon Bonaparte had to replace his injured captain. He proved himself by attacking the port and scaring of the British. His strategy got him promotions and got him notice which led to the ruling of Europe.
This was the battlecry of the French armies under the Emperor Napoleon during the Napoleonic wars. It means Long live (Vive) the Emperor (L'Empereur) which was Napoleon Bonaparte.
