Basically the Government would enforce strict laws of obedience to authority, and suppressing freedom of the people in order to keep social control, widely practiced in N. Korea, and it was also practiced in the USSR under Stalins rule but then as De-Salinisation was introduced in 1953-1985 the Soviet system improved.
