Any project for which complete and consistent requirements are available is amenable to the waterfall model. In general, this will tend to be a very small project. The only large projects that are amenable to the waterfall model would be projects of re-engineering an existing system, therefore all the requirements are known before you start the process.

The reason is that the waterfall model only handles requirements in the first phase of development. In the presence of requirements or technical uncertainty you want to have some kind of iterative process in place, i.e. RUP, Agile, RAD, etc. When requirements uncertainty is present you will start coding and then discover that requirements need to be reviewed or rewritten -- in the waterfall model there is no other phase where requirements get revised.
