Peak hours at Port Authority crossings (George Washington Bridge, Lincoln Tunnel, Holland Tunnel, etc) are weekdays from 6 - 10 a.m.and 4 - 8 p.m., and Saturdays and Sundays from 11 a.m. until 9 p.m.
All other hours are considered off-peak.
The cost of tolls on Interstate 95 from Connecticut to Delaware is $28.60 without an EZPass. The cost at off peak hours is $25.15 with an EZPass.
From what I see, the answer is no, the EZPass used in New Jersey, New York, Pennsylvania, etc. does not work in Florida.

EZPass is not accepted at the Lewiston-Queenston Bridge at this time.
