In the movie, Get Shorty, it is just a short person.
In the drug selling business, it can be someone who is new to selling crack.
In the Marine Corps, it can be someone who is scheduled for discharge soon.
In rap, the girlfriend meaning comes from the "female" vs "male" stature and the "younger" females around the "older" rappers. This assumes these "cuties" will be petite, thus "shorties". There are exceptions; but this is rap poetry. It does not have to rhyme all the time.
