An oligarchy is a dominant ruling class in a country, a small group of elites that keep all of the power and do not allow any opposition. Russia under the Tsars could be considered an example of an oligarchy.


Has been said that a democracy is at best a mask hiding a particular ruling elite. Oligarchy in a representative democracy is at best inevitable.
