Well, If you teach Gallade the right moves, yes. Teach Gallade the following moves: Majic Leaf{so you can defeat water type Pokemon}, Psychic {it's a good move}, Brick Break {so you can defeat the Dark type Pokemon that might get on your nerves, and any other move you believe you might need.

Pokemon you can get with the good rod are: TENTACOOL, MARILL, MAGIKARP, CHINCHOU ( under-water ) and CORPHISH.
Sapphire is better, but yes, emerald is good.

The Good Rod in Pokemon Emerald is found on Route 118. If the player uses Surf from Mauville City to cross Route 118, there is a fisherman on the other side of the water will hand over the Good Rod.
level it up and teach it strong moves and try to teach it moves with tms like shadow ball that is good against psychic actually in Pokemon emerald version the Blaziken wont take shadow ball .....soooo...idk wat your playing Lvl 100???
Well, there isn't really any ''good'' water Pokemon. Legendaries are always strong, and a great one is kyrogue, which you can get in Pokemon emerald. It really all depends on which moves the Pokemon knows

You can find them if you fish in routes 102, 117 or in the water at Petalburg city with a good rod.
