Spark plug tube seals are seals in the valve cover and prevent oil from leaking into the spark plug tubes. Some are of the o-ring type others are pressed in. They are located on the inside of the valve cover and require removal of the valve cover. When buying a new valve cover gasket they are sometimes supplied. So be sure if they are needed to get a gasket set with them included.

The most likely cause of oil seepage into the spark plugs are worn spark plug tube seals. These seals are located on the valve cover and fit on top of each spark plug tube. They are made of rubber and eventually wear out/shrink/crack over time, allowing oil to leak down into the spark plug wells. If two are leaking, very likely the other two will soon leak. These seals usually come in a valve cover gasket set, because it's a good idea to replace them all if you're changing the valve cover gasket. The spark plug tube seals are also sold separately (about $3 a piece).
