You'll find these on most air brake equipped vehicles... the only exception to post-FMVSS 121 vehicles which I can think of is the military M35 series 2-1/2 ton 6x6 trucks...

Sprng brakes are essentially the parking brakes of an air brake equipped vehicle. There are springs constantly pressing on the brakes. These require a particular amount of air pressure to be pressed back and release the brakes once air is supplied to the system - this is called hold off pressure, and it's 60 psi. When the brake control valve is pulled (on the power unit) and/or the trailer supply valve (for the trailer) is pulled, it stops supplying air to the system. With no more air pressing against the springs, the springs expand, engaging the brakes.
