In the television shows, Hawaii 5-0 is the state police. Hawaii doesn't have a state police. They do have a state sheriffs office which handles state-wide issues. Because the state is a series of islands, each island has its own police force that answers to the island government.
In the TV show, Hawaii 5-0 is an elite group of officers who make up the Hawaii State Police. It does not exist in reality. Hawaii has a State Sheriff Department which is responsible for state-wide responsibilities. Even with the communication and services of an "elite" computer connection, each island has its own police force which makes it easier to handle business as travel between the islands is by plane.
Archipelago is actually a chain of islands, or a cluster of islands. Technically islands that are created through movement of our plates. Before many used Archipelago to refer to the Aegean Islands. Now it is generally used to refer to any island group or to a certain Sea containing a large number of scattered islands.

Hawaii does not have a state police, so it was easy to develop one for television without stepping on anyone's toes. In creating the concept for the Hawaii 5-0 series (which ran from 1968-1980), they chose 5-0 because Hawaii is the 50th state (entering the Union on August 21, 1959). It was a celebration of Hawaii's 8 years of statehood.
