I'm not sure I can give a definite answer on this but I have started diving in Mauritius recently and it is very nice; trou aux biches and blue bay for sure.
The answer to your question is very subjective since divers the world over all prefer different environments. I myself will probably never try ice diving but someone may say that there is an ice dive that should be in the top 5.
