Fluorine is the most electronegative of all open shelled and it is the most reactive of all the elements. If we take closed shelled elements also in to account, it is neon. But it is the most inert gas (even inerter than the previously thought helium) in the periodic table. The spectroscopic electronegativity (allen electronegativity) of elements: Ne(4.79) > F(4.19) > He (4.16) > O (3.61) > Ar (3.24) > N (3.07) > Kr (2.97) > Cl (2.87) ....

The elements on the right side of the periodic table are called the P block elements. They are non metals. The right most elements are called noble gasses(inert gasses). These do not react with other elements.
No, not all metals are considered to be elements. Brass for example is a combination of elements but is not an element itself.

Damages by the elements expected means that what you thought would happen did happen. If you thought the wind would blow the roof off and it did, then the damages by the elements expected is a true statement.

Aristotle identifies six elements: plot, character, thought, diction, song, and spectacle.
It was thought that the four basic elements were earth, air, water, and fire.
He listed the elements in his periodic table in groups in which he saw patterns. He left gaps where he thought elements had not yet discovered. Hope this helps :p
