For the main part you need to use the D pad to move to lets say Stadium or free battle, press A to choose a choice pick free battle then press A on 1p then on Com press A on rental Pokemon and press A on the Pokemon you want then choose your com's Pokemon then on the Pokemon screen use the A, B, and the C buttons to choose your Pokemon you want in the battle, the battle begins! Now to battle press A then hold R to check moves press a C button to choose a move once your done the battlers exchange there moves and hp goes down, continue this to win but sometimes you may want to switch Pokemon instead of pressing A press B then hold R and press the button of the Pokemon you want to switch to. In minigame mode each minigame will tell you how to play before you start the game so that needs no explanation the rest of the game is set up with the controls above.

There may be multiple reasons try doing this: Capture or own 100 Pokemon or more in silver version and make sure your game is saved in a Pokemon center it doesn't matter which one and make sure your transfer pak is securely in your n64 controller and your silver version is securely in the transfer pak return on Pokemon stadium 2 after reattaching the pak and your silver version and try taking the cyndaquil again you should be able to now.
The transfer pak was used with certain games to transfer data from Game Boy games to the Nintendo 64.
