Federal Laws prevail over state laws because of the supremacy clause listed in the constitution. The Supremacy clause states that the constitution is the supreme law of the land. Therefore, federal laws are greater than state laws.
In the United States, federal law supercedes state law, so if something is illegal under federal law, it doesn't matter what the state says. However, if federal law doesn't say anything about it, then the state is free to impose whatever laws it wants.
Crimes that violate both state and federal laws can be tried in either state or federal court. Frequently, they are tried in both.
