Everyone can. If the toilet stalls are all occupied or if there is a line then it's OK for you to use the toilet if you know you'll be quick. If you can't be quick then don't use it. If you see a disabled person in line then they should get it first. If the toilet stalls are empty then you shouldn't use it unless you need to. Like if you have small children with you. This is having good manners. Disabled people should always "get the right of way." If you ever see a handicapped person in the line, then let the person in front of the line know and together you can hold that stall for them. This gives you a chance to be of service and show kindness.
Sometimes we would go pee and find no toilet paper in stall, so we have to go and wait till next time we pee to wipe. When I find no toilet paper and I would wipe with my hand some of excess pee off then wash hands!
