A balanced carbon cycle would be a situation in which the amount of carbon or carbon containing compounds that is consumed, is equal to the amount produced, so there is no change in the level of carbon available. An example would be an ecology in which the amount of carbon dioxide consumed by photosynthesis is equal to the amount of carbon dioxide released by animal metabolism and breathed out into the atmosphere - as long as those were the only influences on carbon dioxide levels. The real world is, of course, much more complicated, and the carbon cycle is far from balanced.
