Drug use or drug abuse? Unfortunatly many governments do not have the brain capacity to make this distinction. According to "Drugs, Society, and Human Behavior"by Charles Ksir, Carl L. Hart and Oakley Ray the peramiters of distinguishing between use and abuse are as follows:

1. Who is taking the drug?
2. What drug is being consumed?
3. When and where are the drugs being taken?
4. Why does a person take said drug?
5. How the drug is taken?
6. How much is being consumed?

1. We are less concerned with an adult consuming a drug than a minor.
2. Drugs like cannabis, alcohol, tobacco and "magic mushrooms" in comparison with prescription abuse, heroin and cocaine.
3. If drug use is confined to appropriate times and places, then it could be considered use instead of abuse.
4. Is the drug taken medicinally, socially, or solitary? "Even the person taking the drug might not be aware of all the motives involved."
5. "South American Indians who chew coca leaves absorb cocaine slowly over a long period." In contrast, snorting cocaine or smoking it in crack form gives a stronger yet shorter high.
6. Consider when a person drinks, 4 glasses a night in comparison to 4 bottles.

Drugs can be safely used (and abused recklessly) regardless of their legal status. Many people that would condemn someone for smoking marijuana once a month, might not be able to go a week without an alcoholic drink, tobacco, or even a cup of coffee.
