a) The Bible just calls them "wise men" - not "kings".
b) the Bible does not say there were three. That is a conjecture based on there being three gifts - gold frankincense and myrrh
c) the Bible does not name them.
But, tradition in Christianity says they were Caspar, Melchior and Balthasar.
This is quoted from Matthew2:1-2: Now when Jesus was born in Bethlehem of Judea in the days of Harod the king, behold, there came wise men from the east to Jerusalem, saying, Where is he that is born King of the Jews? for we have seen his star in the east, and are come to worship him. This is the only reference to the wise men and no where does it say that there were three kings or for that matter whether they were kings. The Bible says that they were wise men. The assumption that there were three persons come from our belief that three gifts equals three people. Be careful of traditions of men because it is not written that there were three people so wondering about their names is really a waste of time.

The shepherds did not give Jesus gifts. The wise men from the east gave Jesus gifts of gold, frankincence, and myrrh. He was about two years old when they came.
We have no idea what the shepherd's names were. Luke 2:8-20 is the only mention of these characters in the Scripture, and we are not told of their names. Also, you ask what the "three" names were--we are also not told of the number of shepherds who came to visit the Lord Jesus Christ.
It was important herod keeps ruling when jesus came because at that time,jesus was still a baby and was tender.

More than 1 king came to see Mary Jesus
The Bible does not tell us their names. Nor does it say they were kings; we simply assume that they were of noble birth if they were trained as astrologers. The Bible does not even tell us that there were three of them - it only states three examples of the gifts. You can read the story in Matthew 2:1-12.
Melchior gave baby Jesus myrrh. Melchior was one of the 3 wise men who came to visit Jesus when he was born in a manger.
Shepherds saw Him and when He was two or so the wise man or men came to see Him. It says in the beginning of Luke in the Bible
They already came with names, Jesus didn't change them.
No one knows their names, or if they were kings, or if there were three of them. All the Bible says is that "wise men from the east" came to see Jesus. Also, they came when Jesus was probably about 2 years old, and living in Nazareth. They were not present at the stable in Bethlehem at all.
