The two publications you need to read and study are International Regulations for Preventing Collisions at Sea (IRPCS) also known as Colregs and the Macmillan Reeds Yachtsman's Handbook.
You will need to conversant with both these publications before you can hope to be qualified to take a vessel to sea.

Since you've asked this question, then i recomend taking your state's Boater's Safety Course if it has one. It should be online and it cost about $50. It's expensive but you get a snassy card and you learn lots of things like where to go and where not to go, and things like that.

That would depend on the kind of boat and the way it was powered, like whether by sail or engine. By sail it would take several weeks. With an engine it can done in a few days.
