What are the problems faced by the people living in the region of low rainfall?

The obvious problem is lack of surface runoff, often characterized by desert conditions. A desert region has less than 10 inches of annual precipitation. Beyond the obvious, the problems are many and diverse, which usually effect the way of life, the local economy, limited or nonexistent agriculture, how people live and make a living, which plants and animals adapt to the conditions, how people obtain and conserve water and much more. In spite of the lack of falling precipitation in a desert often it has an abundance of subsurface water, sometimes close to the surface. A desert Oasis is where that subsurface water rises above the surface. In general, areas with low rainfall are more difficult to live in, because after oxygen, water is critical to survival. For that reason alone, in general deserts or desert like areas are less populated. That is not to say, that people and economies can not flourish in those regions, Dubai, and Las Vegas NV are examples of that. What such regions lack in water, is compensated by another source of water. What they lack in agriculture, and wildlife is replaced by something else desirable, tourism, in demand natural resources like oil or other things of value.
