Only if the person who makes up the story makes them evil. Since they don't exist they can be anything the person who creates them wants them to be. Like anything there are good mermaids and evil mermaids. In the story 'The Little Mermaid' the mermaid rescued a drowning prince, brought him safely to shore, and stayed vigilantly by until somebody found him. And then their are reports of mermaid (sirens) purposely luring sailing ships onto reefs so that they (the mermaids) may feed on the drowned sailors. Now in all fairness the latter accounts here were originally attributed to the sirens who are not the same as mermaids but the two have become united and for reasons that we cannot legitimately say why.
Mermaids are fictional. Mermaids live in peoples imaginations. Mermaids live in the fantasies of children and sailors (for the most part). They can be found in children's books and in movies (and in the mental constructs of the mind, of course).
Sirens and mermaids are the same things but, sirens are just mermaids who have gone over to the dark side, so to speak. Mermaids are very beautiful, gifted and powerful, but since they are mortal and more human than not, as these qualities can create a a terrible human it can also ruin a mermaid. There are also some mermaids that just choose this lifestyle. It is a lot more complex of course but that basically answers your question. Originally Sirens didn't have anything to do with the sea. The were birds with women's faces that dwelt in the interior of islands and had beautiful voices. They were involved in trying to lure Odysseus and his men from their ship which is probably where the connection to the sea first started. Later (some disreputable) Mermaids tried the same tactic with sailors and ships and because of the similarity of 'what they were doing' to the sirens the association was further made.
