The golden spider relic is in the dream relm in that big room with the spiders and the spider webs and spider eggs
According to IMDB Trivia for Dracula, the spiderwebs were made "by shooting rubber cement from a rotary gun". This isn't exactly practical for the modern apartment dweller/home owner, and I'd be surprised if the technique created those neat patterns that spiders weave for their webs. It would be nice to be able to create webs that are as big as the ones in those movies; they look great!
In the comic books, Spider-Man's webs are shot out of mechanical devices called web shooters. In the movies, the webs were organic in nature, ie they came from his body. It was a part of the genetic mutation Peter Parker underwent after he was bitten by the radio active spider. Along wiht the ability to spin a web, the mutations gave him heightened reflexes, increased strength, increased durability, the ability to crawl up walls and "spider sense".

No, spider webs are usually used for capturing insects/food or just to rest.
Spider man's webs are a fluid he himself created. In the movies, the webs are special effects. I'm such a nerd.
