A good research question asks a specific question. It is also able to be answered based upon the performance of an experiment or investigation.

For instance, a bad research question would be why can't people afford health care? This is a very broad question that can have numerous answers, very few of which are likely to be helpful in determining the base underlying causes. It is also difficult to investigate, since there are numerous different types of people who can't get health care and each group would need to be reached and assessed in a different way.

A better research question would be, how much impact is public transportation having on the Baltimore, MD urban poor's ability to access health care? This specifies a group of people (the poor living in Baltimore, MD) and specifies a particular factor that has already been associated with lack of health care access (lack of public transportation).

When it is narrow and not easily answered.

If you want to ask a scientific question ideally it should be a question that has not already been answered, and that has some importance or relevance, and that is testable once you have asked it.
