I live in California so my answer will be specifically applicable to my state and may apply to others as well. A dotted line in the middle of a two lane road indicates that you may pass another car on the left that may be driving slower than you would like to travel. A solid yellow line with a dotted line on the side of your direction indicates that you may pass when it is safe in your direction of travel only. If the solid line is on your side of the highway, then you may not pass, but the other direction can. A double yellow line in the center of the highway means that NO ONE may pass in either direction. You may still turn left across a double yellow line into a private or commercial driveway, but may not make a U-Turn. If there are two sets of double yellow lines, narrowly spaced apart, then you may not pass or turn left and must wait until there is a designated turning lane. If there is a wide space in between the two sets of double yellow lines wide enough to accommodate your vehicle, that designates a turning lane
