Nowadays, it's if their personality fits the job. They definitely wouldn't hire someone to be teacher (educational) if their negative, unsociable and hate children, since they wouldn't fit the job.

Also, if you have the proper education for the job and other job experiences, you have a much higher chance to get the job.
