There is not A belt that does that. It will be on the alternator too. If it is in the orriginal vehicle A parts store can get it for you by make, model, and options. If its not orriginal You will need to just try some different sizes.
2 belts, 1 from the alternator to the water pump pulley and down around the crank pulley and the other belt goes around the water pump and around the crank pulley to the power steering pulley if you have power steering.

Timing is done by Engine computer with imfo from cam and crank sensor . It is not adjustable. If you are replacing timing belt, a Gates timing belt comes with detailed instructions of belt and pulley timing marks. New belt has marks on it that correspond with cam shaft pulleys and crank pulley.
