There were 5 such types coins, all special-minted Commemoratives. First, Booker T Washington, on a Half Dollar, Minted from 1946 through 1951. Then, both Booker T Washington and George Washington Carver, together, on a Half Dollar Minted from 1951 through 1954. District of Columbia and U.S. Territories quarter features Duke Ellington on the reverse side. This is an actual circulated coin, rather than a limited commemorative. Another recent commemorative honoring African Americans recognized black Revolutionary War patriots. The obverse features Crispus Attucks, 1723-1770. The reverse shows a black family with the man holding a musket and wearing a military uniform. A total of 32,210 silver dollars were minted in Philadelphia in 1998. Another 75,070 were minted in proof in San Francisco. In 2007, the Mint marked the 50th anniversary of the desegregation of Central High School in Little Rock, Ark., with uncirculated and proof versions of a commemorative silver dollar. This "headless" coin actually depicts the feet of the courageous Little Rock Nine as they are escorted to school by members of the National Guard. But the first US coin featuring a black American in any capacity is probably the 1907 $20 gold piece. The model for the figure of Lady Liberty was Hettie Anderson, an artists model of African-American descent.

Please post new question with the coins denomination and any legends. The first US commemorative coin is a half dollar dated 1892.
If I understand the question. The answer is the 1982 George Washington 250th Anniversary of Birth half dollar.
No, this is a myth. First, a living president cannot be on any American money; and second, America does not have a 25 dollar bill. We have twenties, and we have fives. You may have seen a commemorative coin or bill for collectors, or perhaps you saw a bill from a foreign country, but there is no American coin or bill with Bill Clinton, George W. Bush, or Barack Obama on it.
