In the umbilical cord you have one vein and two arteries. This vein goes to the liver of foetus. This blood vessel contains most oxygen and food in case of foetus. After birth this vessel gets obliterated to form the falciform ligament.
I'm not quite sure how it would ENHANCE oxygen transfer, but hemoglobin itself is what is in blood and is responsible for the carrying of oxygen to different parts of the body. So the hemoglobin in a fetus would just be what is used to get the oxygen from the mothers blood into its blood.
The placenta. Deoxygenated blood flows to the placenta where the carbon dioxide is removed and oxygen added. Oxygen rich blood returns to the fetus. Blood is carried to and from the fetus by the umbilical cord.
When the mother has high blood pressure (hypertension ) or blood poisoning (toxemia), the flow of oxygen to the fetus may be reduced, causing brain damage and mental retardation.
The umbilical vessel removes urine from the bladder of the fetus via the kidneys. The umbilical vessel has many uses in the fetal/placental environment.
It comes from a temporary organ called the placenta. The fetus is connected to the placenta by the umbilical cord. From the placenta, which is normally attached to the uterine wall, blood, oxygen, and nutrients are transferred through the umbilical cord to the developing fetus.
Pulmonary vein
in a fetus blood does not reach the lungs for purification. In a baby blood goes to the lungs for oxygenation.

In the placenta blood of the mother comes close to the blood of the fetus. There is transfer of food and oxygen to the blood of fetus from the blood of mother. Carbon bi oxide and waste products of metabolism are transferred to the blood of mother from the blood of fetus.

a fetus doesnt require much oxygen in the lungs as it isn't in the air and isn't being breathed in. a fetus aquires oxygen through other processes
