A neutrally charged object can still be affected by a charged object. If a neutrally charged object is being approached by a negatively charged objects, the electrons within the neutrally charged object will migrate to the other side (as the two negative charges repel), leaving the side closes to the negative object positive. Protons do not move. From there, the protons are attracted to the electrons, therefore moving the 'uncharged' object.
An uncharged object doesn't mean it doesn't have any charge. It has positive charges as much as negative charge. When the object is close with a charged object, the object became polarized, meaning that the positive and negative charges redistributes themselves in the following way:
the charge which is attracted to the charged object will cluster near with the charged object and try to move the uncharged object toward the charged object;
on the other side, the charges which is repulsed by the charged object will cluster far away from the charged object, trying to move the uncharged object away from the charged object.
The charges which tried to move the uncharged object toward uncharged object will overcome the other charges because it has the advantage of being nearer to their source of attraction than the other charges which is further away from their source of repulsion.
