If the circuit has not damaged the bus bars in the distribution panel just change the breaker out for a new one. If the wire insulation has burned you might want to think about changing the wire for a new one. Wire burn back is caused by loose terminal connections at the breaker. As a general maintenance procedure shut off the main breaker and go over all of the breaker terminal connections to make sure that they are tight.

yes. in many ways. the length of a wire effects total circuit resistance, and in the audio world it effects final phasing. if a wire is too long it will have higher resistance and will not be capable of supplying enough current for the load. a simple fix to this is to go a size larger than you think you'll need and you will be better off if you are making a long stretch with that wire.

If I understand the question, you probably need to replace the flasher. First make sure that all of the lights are working since having burned out bulbs will not supply enough load to make the flasher work.
Sounds like you simply have A burned out bulb, Turn the signal on and look at all the lights to see if any are burned out. Could be A marker light if its in the turn signal circuit.
