My 2000 CRV EX has an alarm/immobilizer factory installed. I would assume that the SE and LX would at least have it as an option. If you have a keyless entry (Remote), try this to confirm... Roll down your window and with the keyless entry lock the vehicle (pressing lock twice on the remote should sound the horn for alarm-on). Now reach in and unlock the door through the open window and open the vehicle...does the alarm sound?? If not, try turning the key, it may still be immobilized until you click you remote to unlock and won't start.
On your keyless entry remote hold down the panic button and trunk button at the same time till the remote light flashes. Then the "beep beep" of the alarm will sound when locking and unlocking your car.

The alarm will go off if the keyless entry has quit working. the keyless entry and alarm module is behind the glove box in the right corner. There is no way to bypass this module. The dealership will charge you out the ass for a new one. But back to the point, the key will disable the alarm. When the alarm goes off when you unlock the driver or passenger door, lock the driver door and unlock it again with the key. It should go off the first time you unlock it, but if it doesn't, lock it and unlock it again. This should disable the alarm. Atleast it does on my Rodeo.

I believe you have to turn the ignition to the run or accesory position if the alarm is sounding , and if the alarm is armed but not " tripped " , unlocking the door with your key disarms the alarm
