I am facing the same issue with my 96 Toyota Corolla. I'm not sure if you have taken it out yet but here goes. 1. Remove lower dash panal to expose cylinder. 2. Remove rubber ring around cylinder. 3. Place key into inition and turn it to ACC. 4. Depress pin under cylinde shaft. 5. Remove (slide) cylinder from inner shaft. Re-install 1. Insert key into new (or recoded) cylinder and turn to ACC. 2. Ensure inner components are alligned correctly. 3. Slide cylinder into inner shaft. 4. That's as far as I've gotten, I can't get the cylinder to completely seat in the last quarter inch of the shaft. If you don't place the rubber ring on correctly it will not seat. 1. Remove lower dash panel to access cylinder. 2. Place key into ignition and turn it to ACC. 3. Depress pin under cylinder shaft. 4. Remove (slide) cylinder from inner shaft. 5. Remove rubber ring around cylinder. Re-install 1. Place rubber ring around cylinder from key side. (Note, if you place rubber ring from shaft side, it will not seat). 2. Insert key into new (or recoded) cylinder and turn to ACC. 3. Slide cylinder into inner shaft.
