There are changes in the temperature of the air and in the soil that initiates growth in the grass. This occurs in the spring when the frost comes out of the ground, the days are warmer and longer, and there is more sunlight during the day. For most grasses, especially the cool season C3 grasses, this is the time to start their life cycle. The grass that has been dead last fall remains so, being decomposed and turned back into organic matter (soil) by earth worms, microbes, and insects. However this is just the leaves and stemmy portion of the grass: what we can't see near the surface is what still remains alive, like the roots and the daughter tillers. These tillers that have been developed as the grass from last year has grown and matured start to erupt in the spring time. And they don't take their time growing: they grow very quickly, sprouting their leaves to the sun's rays and using the energy reserves stored in the roots accumulated over the summer and autumn to grow.
So essentially, the grass doesn't "turn" green in the spring, it is just replaced by new, lush green growth from the dead grass from last year.
