The glass tube is filled with a gas, like either Neon,Argon, Xenon or Radon. high voltage jumps across NEON gas molecules causing them to glow. One energy passes through, the electrons jump to the another higher electron levels, and once the electron levels are over, they jump back down and release energy. So when the energy jumps from higher to lower or vice versa, it releases energy in the form of a light.
