The Romans were celebrating their festivals and rites at the proper time. He enlarged the Circus Maximus to hold 50,000 people. His forum gave the businessmen more room to expand their trades. He extended Roman citizenship to entire towns. (Also giving himself a political base of clients). He had a program of land reform for the future, but he was killed before it could be finalized.
