London, UK, is the site of Greenwich Observatory, though air pollution has long driven astronomic observations to a different site. However, a laser beam is shone from the old building to mark the Prime meridian.

The old observatory was built on the existing foundations of a ruined building, so the appropriate wall of the observatory has never been North - South.

Well, if you want the state with the smallest value of longitude, it's Maine, with the city

of Eastport at about [66° 59' 10"] west longitude.

If on the other hand you want the state that's actually "CLOSEST" to the Prime Meridian, then it's Alaska. Barrow is only about 1,290 miles from the North Pole, which is a point on ALL meridians of longitude.
