Muscles consist of 2 types of proteins - actin and myosin - which provide the red colour to muscles. Due to difference in concentration of these proteins, striations are also formed which are deep red and light red.
Like the rest of the muscles in the human body, they muscles surrounding and underneath your eye begin to relax the longer you stay awake. This results in those nasty "bags" or sagging portions of skin under the eye itself. A combination of tiredness and dehydration causes your eyes to appear "black" when this really has nothing to do with the colour itself... the colour often comes from aging and fat suppositories.
These muscles are called "skeletal muscles".
