Technically in a lab situation if you have a spinner with all the colours on and spin it you should see white however if your referring to mixing the colours together using paint it will coagulate in a way which wont be white to the eye.

If you mix all the colours as lights (red light plus green light plus blue light etc) then you get white light but if you mix all the colours together as opaque pigments or paints then you get black.

White light contains all other colours of light mixed together. So when the primary colours, red, green and blue light are mixed together, they will produce a white light.
white is all the colours mixed together e.g. white light is made up of red,blue and green light. Black is the absense of colour, it isn't actually a colour the same as white isn't a colour. White's all the colours together. This is why it reflect's other colours better.
