A dialog box
The window that allows you the user to change settings or make selections is called a dialogue box. Some dialogue boxes can be resized and moved but not others.

You can add a chat tab quite easily by right clicking an existing window, click create new window, and giving the window a name (a popup will open asking for the name). After that it is just a matter of choosing what you want the window to display by editing the settings for the window (right click the window and choose Settings).

For XP: You can try changing the resolution of your screen. While on your desktop, right-click and select 'Properties'. Click the 'Settings' tab, and change the resolution using the bar you see in the window. Vista: Right-click on desktop, select 'Personalize'. Click 'Display Settings' and then change resolution in the window that pops up.
It Should just automaticly do it by putting your cursor over and and a small screen should pop up
