There are two main concerns when using oxygen on new born babies. One is oxygen toxicity, the other is meeting the babies oxygen requirements.
On one hand, oxygen can actually be toxic, especially to pre-term babies from 32 weeks gestation and lower. High FiO2's(fraction of inspired oxygen) may even cause blindness (ROP), and Intracerebral bleeds (ICH). Secondly, the baby must have sufficient O2 to meets its bodies demands.
I told you this so you know there is a difference in term newborn, and pre-term, oxygenation requirements. So, the simple answer to a complicated scenario is, apply the minimum FiO2 that will address the babies requirements. This is called oxygen titration.

For resuscitation use 100 % - the kids hypoxic or you wouldn't be doing a resuscitation.
CPR is used by First Aiders when someone has a heart attack and has no pulse, or when it is suspected that this is the case.
Im guessing you were asking whether diffusion, osmosis or active transport is used for oxygen transportation in organisms. Diffusion is the random movement of particles from an area with a high concentration to an area with a lower concentration. So in humans for eample, gas exchange occurs in the lungs where there is a lower concentration of oxygen in the blood and a high conc of oxygen in the lungs. The oxygen then diffuses into the blood.

Only a proportion of the air exhaled is carbon dioxide there is plenty of Oxygen there to do what is required under normal circumstances. People don't use all of the oxygen they breath in, a % of it is blown right back out of the body again.

During respiration Oxygen is used & CO2 is released.& during photosynthesis CO2 is used & oxygen is released.Therefore when these 2 processes are balanced the O2 & CO2 concentration of the planet will be balanced too.

Instead, the carbon bi oxide is highly soluble in water or plasma and the same forms the acid after dissolution. So the concentration of the carbon bi oxide can be easily measured by the respiration centre cells of your brain. That is why the concentration of carbon bi oxide is the stimulating or suppressing factor in case of the respiration. Increase in carbon bi oxide concentration stimulates the respiration and vise verse.
It depends what type of molecule it is; if it is a water molecule then it moves by Osmosis if it is a gas molecule for example Oxygen then it will move by diffusion.
