Recent maps of this kind have come from infrared and x-ray satellite observations, and from the Planck microwave background satellite, to name a few. This streak is our Milky Way galaxy. Since we're inside the galaxy, and the galaxy is quite flat, it looks to us like a narrow band going all the way around the sky. The maps you see are often oriented so that the band of the galaxy runs horizontally across the center of the map. Because objects in our galaxy are so much closer to us than the external galaxies, any radiation sources in our galaxy, though they might be weak, appear much brighter than extragalactic sources.
